Rules propose, a person decides

A dashboard that says an ad is fading and stops there still needs someone to open Ads Manager. So rouu turns each verdict into a specific proposal, such as pausing this ad or raising this ad set from forty to fifty, with the numbers that produced it attached.
No verdict on thin data
Nothing is proposed for a concept that is still learning or early. Those states exist so that thin data produces no verdict at all, rather than a confident coin toss with a budget attached.
Pausing is precise, scaling is not
A pause acts on the concept: every ad delivering under its name. A budget lives on the ad set, which may hold other concepts, so a scale is only proposed where this concept dominates its ad set's spend. Otherwise the proposal comes back blocked, saying what to do instead.
Every proposal says why it cannot be applied automatically, because “nothing to do” and “eleven things I am not allowed to do” look the same when the second is hidden.
